摘要
均等地享受公共体育服务是公民的基本权利,运用系统分析法和规范分析法,以公共体育服务均等化供给原则为纲领,对其供给理论、方式,以及评价方法进行系统解读,明确"谁来供给、供给什么、如何供给"的问题实质,为公共体育服务均等化的有效供给奠定坚实的理论基础。结果显示:1)公共体育服务均等化供给方式呈现出市场与社会共同参与的多元化特征。纯公共体育产品完全由政府来提供;准公共体育产品的供给以政府为主,社会适度消费为辅。2)公共体育服务均等化供给程度突出的是均等、协调状态,定性、定量相结合是其评价准则,投入、产出结果是其衡量维度。
Equal enjoyment of public sports service is the basic rights of citizens. By using system analysis and normative analysis method, taking the public sports service equalization principle of supply as the pro gram, this paper makes system analysis on supply theory, method and evaluation, clears out the essence of the problem of ＂who, what, how to supply＂ and lays a solid theoretical foundation for public sports service equalization of effective supply. The result showed that 1） the public sports service equalization supply tended to pluralistic characteristics that market and social forces participate together. The pure public sports products rely on the government to offer completely; the half public sports products are offered by the government mainly, supplemented by moderate consumption of society. 2） The public sports service e qualization development shows the equal and coordinate state, the evaluation criterion is combination with qualitative and quantitative methods, and the measure dimension is aspects of input,output and result.
