我国一向以环境标准制度对排污行为进行控制。随着环境管理的发展深化,近年来各地对排污许可证制度进行了广泛的试行,最近国家在各地经验的基础上决定全面推广该制度。这一决定及时而必要,但是,为此也必须克服在管理、技术、经济和法律上面临的困难.
In china,we have controlled environment pollution with the environ-mental standard system.In the past few years,many municipalities of some provin-ces have experimented with the permit system,and lately the national committee ofenvironmental protection has decided that the permit system should be adopted natio-nwide,To make the system with success,we have to overcome the difficulties faoingus in the managerial,economical,technical and legal areas.
