摘要
各国的反腐规则中通常包含着对反腐成效、反腐重点、反腐主体等方面的界定,它直接关系到国家施行的反腐败战略所能取得的绩效。正确的反腐规则必然有助于取得优异的反腐绩效。在反腐规则上的调整将会推动中国在预防腐败、惩治腐败、控制腐败方面取得更为显著的成就。为了实现腐败治理状况的改善,当前应当将民众满意度作为衡量反腐成效的重要指标,实施更加注重治本的反腐败战略,充分发挥公民在促进更好的腐败治理中的作用。
Anti-corruption rules in countries usually contain definition of effects, emphasis, main body of anti-corruption, the rules are directly related to the performance anti-corruption strategy of country can achieve. Right rules of anti-corruption will help to achieve excellent performance. The adjustment of anti-corruption rules will promote China to get a more notable achievements on the respects of preventing, punishing and controlling corruption. In order to realize improvements of corruption governance, currently it should adopt public satisfaction as an important index of measuring the effect of anti-corruption, implement anti-corruption strategy paying more attention to solve the problem from the source, full exert the function of the citizens in promoting to govern corruption better.
