1993年"黑鹰坠落"事件后,索马里逐渐淡出了美国的视野。"9.11"恐怖袭击,使美国外交政策的重心发生变化,反恐被提到国家安全战略的高度。对于索马里这样的"失败国家"会成为又一个阿富汗式的滋生恐怖主义的"温床"的担心,使得索马里的内乱再次被提上了美国非洲战略的议事日程。小布什执政的8年时间里,美国加大了对索马里的介入。然而,美国的政策既没能给这个战乱纷飞的国家带来和平,也没能阻止伊斯兰激进势力的扩展。
Somalia had faded out of U.S.focus since 'the Black Hawk' in 1993.However,the agenda of American diplomacy was dramatically adjusted by '9.11' terrorist attack,which upgraded anti-terrorism to the core of the national security strategy.Somalia regained America's attention for the possibility of being another breeding ground for terrorism like Afghanistan.In the George W.Bush years,U.S.greatly broadened its intervention.Nevertheless,U.S.involvement neither restored peace for this country,nor prevented Islamic extremism from extension as it wished.U.S.policy to Somalia during this period was defined as a failure,which is doomed by the 'Bush Doctrine' which prefers military power to reconciliation.
