摘要
分析中小企业技术创新发展面临的障碍，提出为加快技术转移，促进科技成果产业化，必须搭建成熟可靠的技术转移服务平台，构建适合本区域实际的技术转移创新体系。介绍地市级技术转移的实践状况，阐明地市级技术转移创新体系的建设发展有效地促进了淄博市企业技术创新能力的提高，加快了全市经济结构的优化升级，推动了该市国家产业化基地的建设，取得了显著的服务成效。
