摘要
城市自然灾害给城市造成了巨大的损失。界定自然灾害应急联动的相关概念,研究自然灾害应急联动系统构建原则,分析应急联动系统的功能、构成、构建支撑条件和设计构建步骤等,可以有效提高人们面临自然灾害时的应对能力,给城市的发展带来巨大的经济效益和社会效益。
Urban natural disasters cause huge losses to cities. The paper defines the relevant concepts of natural disaster emergency response system, analyzes principles of construction, functions, composition and supporting conditions of the emergency response system, and designs steps of construction. The urban natural disaster emergency response system will play an important role in disaster prevention and mitigation, emergency management as well as reduction of losses of life and property for cities.
