摘要
综合安全评估(FSA)是一种结构化和系统性的分析方法。为确保港口水域通航安全,采用了该评估。综合地考虑影响安全的诸方面因素,通过对系统存在的风险进行综合性的评估,提出合理全面并能有效地控制风险发生、减少损失的措施。把综合安全评估(FSA)法的流程应用于港口水域通航安全评估中,为研究港口水域船舶通航安全提供一条新的途径。
Formal safety Assessment （FSA） is an analysis method by structure and system. With considering multi factors which influence safety, the existed risk of system are assessed, measures for controlling effectively the risks and reducing the loss are put forward. It offeres a new route of researching navigation safety in port＇s water area to apply FSA method in assess of navigation safety.
