摘要
从社会经济、历史文化等角度研究俄罗斯2020年前体育发展战略目标颁布背景及施行中的影响因素。指出社会经济发展、体育本身需求、期望强国心理构成其颁布动因,社会经济走好、体育观念入心、国家支持是其施行中的有利因素,而经济走势不定、干部队伍腐败、体育基础削弱、精神追求丧失、法律制度虚无是不利因素。认为该战略发展目标在竞技体育方面有望实现,大众体育方面困难重重。
Adopting literature study and logical analysis, the authors probed into the background and prospects of Russian Sports Development Strategies to be executed before 2020 from social economic and historical cultural perspectives. The issuing of the strategies came from the nice social economic development, the needs for sports, the hope for building a powerful nation and the national support. However, the execution of the strategies were influ- enced by unstable economic trend, bureaucracy, insufficient sports facilities, loss of spiritual pursuit and legal system. The execution of the strategies were hoped to be fulfilled with regard to competitive sports rather than with regard to sports for all.
