摘要
有限政府理论强调政府对市场经济活动的介入与干预必须是有限度的,文章首先阐述了在有限政府要求下的国有资产管理原则,然后论述新形势下国资委的新定位,并说明了国有资产管理模式应是国有资产经营转为国有资本运营的观点,文章最后提出了广东省国有资本经营预算收入改革方案。
Limited government theory emphasizes that govemmentg intervention in the market forces must be finite. This paper first expounds the state - owned asset management principles under the limited government request. Then it describes what the new SASACg positioning should be in the new situation, and further explains the view- point that the management mode of state - owned assets should transform from The State - owned Assets Manage- ment to State - owned Assets Operating. The paper finally puts forward the proposed budget income reform plan for the Guangdong Province state -owned capital management.
