摘要
《信息网络传播保护条例》的颁布和实施缩小了图书馆合理使用的范围,网络环境下著作权人和信息使用者之间的利益平衡被打破。信息资源共享是网络时代图书馆事业发展的必然趋势,笔者认为网络技术不断发展,我国现有的网络环境下著作权保护法律体系仍存在许多不足,需要进一步完善,进而提出了我国信息资源共享的发展策略。
The announcement and enforcement of ＂Regulation of Information Network Dissemination Right Protection＂ narrows the fair use space of the library.Under the network environment,the interest balance between the copyright owner and the information users is broken.Information sharing is the inevitable trend of library development.The author thinks that there still exist insufficiency in copyright protection law system.and gives strategies for information resource sharing.
