摘要
采用横向和纵向的比较法,分析了广西城乡固定资产投资配置不合理、城乡基础设施供给不协调和农村基本建设占农林水事务支出的比重偏低等失衡现象,探讨由于根深蒂固的城乡二元体制、农村居民人均纯收入偏低和GDP至上的政绩考核观等而造成广西城乡基础设施供给失衡的原因,提出了树立城乡基础设施协调发展的意识、科学配置城乡基础设施的投入资金、优先提供农村基础设施和优化分配农林水事务财政资金等措施。
The horizontal and vertical comparison method, analysis of Guangxi urban and rural f＇Lxed assets invest- ment configuration is unreasonable, urban and rural infrastructure supply uncoordinated and rural basic construction of agricultural forestry water affairs expenditure proportion on the low side, investigate the ingrained binary system of urban and rural, per capita net income of rural residents is lower and GDP supreme achievement appraisal view Guangxi urban and rural infrastructure supply caused by unbalance reason, put forward to establish urban and rural infrastructure coordination development consciousness, scientific configuration of urban and rural infrastructure investment, give priority to rural infrastructure and optimal allocation of agricultural forestry water affairs finance capital.
