摘要
建立扩大消费的长效机制是社会再生产的必然要求,是转变发展方式、应对金融危机的必然选择,也是社会主义生产目的之所在。扩大消费需求的长效机制包括收入分配机制、财税引导机制、社会保障机制、区域倾斜机制、产业促进机制、益农强农机制、消费金融机制和消费环境优化机制等八大机制。建立扩大消费长效机制,需要明确政府的角色定位、建立消费促进基金、完善相应的制度安排、大胆改革与创新。
It is an inevitable requirement for social reproduction to establish long-term mecnamsm for expanding consumption, as well as inevitable choice to change the mode of development, to deal with financial crisis. The long-term mechanism to expand consumer demand includes the following eight mechanisms- income distribution mechanism, tax guide mechanism, social security mechanism, regional non-equilibrium mechanism, industrial promotion mechanism, benefiting farmer and strengthening agriculture and countryside mechanism, consumer financial mechanisms and optimizing the consumption environment mechanism. To establish long-term mechanism for expanding consumption, it needs to confirm government's important role, build consumption promotion fund, perfect corresponding system arrangement and boldly reform and innovate.
