摘要
社区参与旅游发展是在一定的作用力下进行的,并形成一定的运行机理。文章设计了7大机制构成的"社区参与旅游发展运行机制框架"。其中引导机制是社区参与顺利进行的前提和基础;赋权机制、咨询机制和利益协调机制是社区参与旅游发展的具体体现,并为参与权利的实现提供制度上的保障;监督机制是社区参与的维护和提升;反馈评估机制是对社区参与旅游发展进行考查调整;法制保障机制是社区参与旅游发展制度保障的具体化。
Community participation operation in tourism development, was under of certain force, and formed certain op- eration mechanism. This paper designs operation mechanism framework which consists of seven big mechanisms of commu- nity participation in tourism development. Among them, leading mechanism is the premise and basis, Empowerment mecha- nism, consultation mechanism and interest coordination mechanism is the concrete embodiment and guarantee on the sys- tem, Supervision mechanism is maintenance and ascension of community participation, Feedback mechanism is examination and adjusts to community participation, legal mechanism is embodiment of system guarantee.
