摘要
本文基于中国除西藏和青海的29个省市区1998~2009年的面板数据,首先利用DEA方法对工业废气治理技术效率及其分解进行测算,然后利用Tobit面板数据模型对工业废气治理纯技术效率和规模效率的影响因素进行分析。研究结果表明,工业废气治理技术效率及其增长率均是西部高于中部,中部高于东部,东部工业废气治理技术效率主要受工业废气治理规模效率的影响。人均GDP等因素对工业废气治理纯技术效率和规模效率都有不同程度的影响。
Based on China's 29 provinces-level panel data over the period 1998 to 2009, this paper first tries to apply DEA (Data Envelopment Analysis) to measure technical efficiency and its decomposition of China's industrial waste gas pollution control, then we empirically examine the cause of scale inefficiency and pure technical inefficiency of waste gas pollution control by Tobit panel data model. The major conclusions are as followers, for the technical efficiency and its growth of waste gas pollution control, they are higher in western regions than they are in centre regions, and are higher in centre regions than in eastern regions. The technical inefficiency of waste gas pollution control in eastern regions is mainly due to scale inefficiency of waste gas pollution control. GDP per capita and other factors have a varying degree effect on the pure technical and scale efficiency of waste gas pollution control.
