摘要
在地方政府管理实践中,如何运用"大部制"的思想,在尽可能不触动现有政府组织结构的前提下实现"大部制"的预期功能,是具有理论和现实价值的研究课题。文章在梳理已有研究和实践的基础上,指出可通过"日例会"创新来改变部门之间的协调沟通机制,从而实现"大部制"改革的预期定位。研究发现,"日例会"制度能够促使各部门协同工作,进行频繁且高质量的组织内部沟通,以潜移默化的方式促进政府工作惯例的形成,是一种体现大部制理念的可行路径。在高成本创新存在潜在风险与复杂性的前提下,这既是一种"权变"之举,也是一项"有道"之策,是一项低风险的创新实践。
In the local government management practice, how to use the thought of the "super-ministry system" to realize the expected functions of super-ministry reform without touching the existing government organizational structure is valuable theoretically and practically. Based on previous studies and practice, this paper points out that the collaborative communication mechanism between governmental bodies can he improved and the expected position of super-ministry reform can be achieved through the innovation of "daily meetings". We find that tie innovation of "daily meetings" is a viable form embodying the thought of the super-ministry system which can make all departments work together through frequent and high-quality communication between departments. Given the potential risks and complexity of high-cost innovations, it is a contingent, effective and low-risk inno- vation.
