摘要
政府是否应该参与区域产业转移,以及如何参与区域产业转移,在学术界存在激烈的争论。21世纪以来,区域产业转移的理论研究开始纳入政府作用因素。现阶段,有关争论集中表现在政府参与区域产业转移的合理性、途径和方式三个方面。澄清相关的争论,需要立足于现代区域产业转移的特点和政府广泛参与的事实;把政府作为一个学习型组织,从理性的角度揭示政府参与区域产业转移的动机和行为;通过实证分析,证明政府参与区域产业转移的合理性和有效性。
There are fierce debates in the academic world about whether government should participate in the regional industrial transfer or not, and how to participate .In the 21th century, theoretical research of regional industrial transfer begin to take government roles into consideration. And now, those debates focus on three aspects which include the rationality, ways and means of government participation. In order to clarify them, we suggest that in the future the research should base on the characteristics of modern regional industrial transfer and the fact about the government＇s extensive participation, take the government as learning organizations to reveal the motives and behaviors of government＇s participation in regional industrial transfer from a rational perspective, and try to prove the rationality and effectiveness of government participation by empirical analysis.
