韩国与日本的死刑:亚洲人的价值观及其对死刑的争论

一、引言
1997年4月3日,联合国人权委员会审议通过了《死刑问题》决议,该决议由意大利及其他45个国家共同提出。在决策过程中,27个国家投了赞成票,11个国家投了反对票,14个国家弃权1。可见,死刑问题应由保留死刑的国家以相对主义的方式提出。
