摘要
在新的历史条件下 ,做好党外干部的选拔培养具有十分重要意义。基层党委和职能部门要提高认识 ,解放思想 ,增强使命感和责任感 ;要加强党外干部队伍的建设 ,抓好培养教育工作为选配干部创造条件 ;要坚持干部“四化”的方针和德才兼备原则 ,积极稳定地安排使用 ;要放心放手 ,大胆使用 。
Under the new histoical circumstances, it has very important significance to do a good job of selecting and training non Party cadres.Basic Party committees and functional institutions should deepen their understanding,free themselves from old ideas and enhance their senses of mission and responsibility.They should enhance contingent building of non Party cadres and do a good job of fostering and educating them so as to create favourable conditions to select them.According to the policy and principle for cadres to adhere to the“Four requirements”and to combine ability with political integrity,they should assign available talents to adequate posts actively and reliably and give them a free hand in their work so as to bring the initiative of the talents into full play.
