卢旺达居民大多以胡图族、图西族为主,特瓦族居民极少。比利时在卢旺达的殖民统治政策,造成了卢旺达长期的贫困以及图西、胡图两族相互仇恨。1994年致200万人惨死的卢旺达屠杀,便是老牌殖民国家在非洲的新殖民主义行径恶果。
