摘要
煤炭矿区规划环境影响评价(以下简称矿区规划环评)与矿区内煤炭开发建设项目环境影响评价(以下简称煤矿项目环评)的衔接问题,一直是煤炭开发环境管理和环评机构关注的问题。将矿区规划环评与煤矿项目环评衔接起来,一方面可使矿区规划环评集中考虑战略层次的根本性问题;另一方面可以简化煤矿项目环评的过程,降低煤矿项目环评所需的时间和费用,从而提高环评工作的效率和有效性。矿区规划环评与煤矿项目环评可以从评价时间、评价内容以及决策三个途径进行衔接。
The problem of combining environmental impact assessment（EIA） of coal mine and that of coal mine construction project receives a lot of attention from the environmental protection bureau and EIA institutions. The combination of these two fields enables the EIA planning to pay more attention to strategic problems and simplified the assessment of construction projects in a bid to save time and cost. The efficiency and validity are improved by linking the two fields from the perspective of time arrange- ment, content and decision - making.
