摘要
从规划管理的角度讨论新版用地分类标准的适用性,提出其在我国土地和规划制度背景下存在的若干问题。分析了美国从功能分区的传统区划向基于形态的区划转变的过程以及英国开发控制中通过判例法界定用途属性的经验。提出建立用地分类的标准需要结合规划体系的特点;由于城市发展的不确定性应正视混合用途的出现;加强与规划管制制度和土地供应制度的衔接。
Analyzing applicability of the new standard of urban land-use classification from the angle of planning management, there are some conflicts between the classification and planning regulations. Referring to the experience of form- based code in the US and the development control in the UK, this paper points out that the standard of land-use classification should base on the features of urban planning system; accept the site with mixed functions as the result of inconclusive urban development; strengthen its connection with planning management and land supply system.
