摘要
当前中国保障性住房在分配环节存在一系列问题,为此应构建新型保障性住房分配流程。在划定城镇总体受保家庭范围的基础上,建立新的受保家庭遴选标准体系。将家庭原有资产、资产性收入、职业风险度等指标纳入审核标准,并在此基础上设计出保障性住房的"分配资格级别"、"分配面积级别"以及"轮候次序"三个公式。在公式打分的基础上,结合家庭的自主选择,确定家庭是否具备受保资格以及受保的程度、受保时间和所分配保障性住房的具体地点。该流程的实施需要具备一定的制度保障,即个人收入档案制度、个人信用档案制度、保障性住房分配的公示与奖惩制度以及层次分明的保障性住房供应体系。
There are many problems in the allocation of China＇s current welfare housing. In order to solve these problems, a new welfare housing allocation process should be built. Making sure of the overall quantity of insured families, a new selection system is designed. This new selection system takes the original family assets, asset income and the degree of occupational risks into account. Also, based on the new selection system, three new formulas are designed in order to range the housing grade, the housing area and the line order of the insured families. With the scores given by the formulas, whether to ensure the families or not can be decided. The depth, the time and the place to ensure the families can also be decided, This new welfare housing allocation process needs some social rules taking the families＇ own choices into account. to function, such as personal income file system, personal credit file system, publicity and reward system, and a structured supply system of welfare housing.
