摘要
针对电力普遍服务在实施过程中存在的公平与效率的矛盾,分别运用古诺模型和垄断市场理论,对高、低成本地区均衡电价和均衡电量进行了分析,并以总剩余理论建立了两地区的福利函数,比较了统一定价和公开招标机制实施前后电价、电量和福利状况的变化。结果表明,统一定价和公开招标机制可降低偏远地区电价、增加电能供应量,且根据企业利润差额对承担偏远地区电力普遍服务项目的企业进行补偿,可支持偏远地区电力建设,从而在公平前提下提高效率和社会整体福利水平。
Although the aim of electric power universal service is to improve the overall welfare of society, there is a conflict between fairness and efficiency during its implementation process. Cournot model and monopoly theory are applied to analyze the equilibrium electricity pricing and quantity in low and high cost areas, respectively. And soci.al welfare functions in two areas are established with total surplus theory. Based on the uniform pricing and public bidding mecha- nism, the differences of electric pricing, electric quantity and social welfare are compared. The results show that uniform pricing and public bidding mechanism can reduce electric pricing and increase electric supply in remote areas; it is necessa- ry to compensate for the construction of electric power in remote areas according to the profit margins of companies. Therefore, it can implement electric power universal service effectively, coordinate the relationship between fairness and efficiency and improve social welfare.
