摘要
根据R&D经费投入以及R&D活动的特征,构建了一套评价指标体系,运用数据包络分析方法对2010年甘肃省14个市州R&D经费投入效率进行了评价。结果表明,甘肃省R&D资源的利用效率总体不高。建议在提高科技资源配置相对有效性的基础上,注重投入与产出结构的调整,不应过分强调短期的科技直接产出,而应关注科技成果的原始创新和成果的后期转化。
According to R＆D fund investment and the characteristics of R＆D activity, this paper builds a set of evaluation index sys- tem, and evaluates R＆D fund investment efficiency of 14 cities in Gansu Province in 2010 by using the method of data envelopment a- nalysis. The result shows that the general utilization efficiency is not high. It suggests that, based on improving the relative effective- ness of the allocation of scientific resources, we should pay attention to the adjustment of the input and output structure, and should not overemphasize on short-term science and technology output, but focus on the original innovation and post-conversion of scientific and technological achievements.
