摘要
2011年是我国"十二五"的开局之年,也是我国文化发展开启新航程的一年。这一年,我国文化创新进程持续推进,文化立法取得实质性突破,财政投入持续增加,体制改革全面深入,文化产业快速发展,公共文化服务建设成效显著。2011年10月,十七届六中全会胜利召开并通过《中共中央关于深化文化体制改革推动社会主义文化大发展大繁荣若干重大问题的决定》,标志着我国文化改革与发展迎来新的历史起点。《决定》的颁布引发了全社会对文化建设与发展认识的观念革命,全国上下掀起文化建设的新高潮,另一方面,持续的文化科技创新也为文化发展提供了强劲动力,国家文化发展战略的确立和文化科技的进步推动我国文化发展进入整体性文化制度创新的门槛。
2011 is the opening year of ＂ 12th five year plan＂ in China. In this year, national cultural development opens a new voyage. In this year, national cultural innovation persistently advances, cultural legislation makes a sub- stantive breakthrough, financial investment continually increases, institutional reform carries on comprehensively and thoroughly, cultural industry develops quickly, public cultural service constructs prominently effective. In October 2011 , as the 7th session of the 6th CCP plenary conference was held successfully, ＂ Decision＂ published in the confer- ence indicated that our national cultural reform and development was welcoming a new historical starting point. The promulgation of ＂ decision＂ leads to a conception revolution of cultural construction in whole society. On the other hand, continuous innovation in culture and technology becomes a powerful impetus of cultural development. The es- tablishment of national cultural development strategy and the advancement of culture and technology promote the inno- vation in cultural system.
