摘要
从钢铁企业业主的角度,探讨了在投资项目运作的全过程(包括决策、设计及实施阶段)中对工程造价的控制。提出项目决策阶段对工程造价影响程度最高,应重点做好;并着重对钢铁行业的项目建设各个阶段的投资控制重点提出了针对性的控制措施。
From the angle of the proprietor of iron and steel business, it is discussed how to control the project cost in the whole - process （ including making policy, design and construction ） of a invest project. It concludes that the stage of making policy has the largest influence on the cost and should be done well as en emphasis, and some countering control measures against to the various invest keys of different stages of a project proposed.
