摘要
本文从公用企业本质要求、城镇化发展需要和社会分工精细化等方面来探寻公用企业进行资本运作的动因。同时,详细研究了目前公用企业的资本运作模式,主要有政府担保的银行贷款、兼并收购、特许经营权和资产证券化模式。最后提出了打破区域限制、加强人才建设、维护公共关系稳定和探索资本运作新模式等策略,以提高公用企业资本运作效率。
This paper explores the motivation of capital operation of public enterprises from the essential requirements of public enter prises, the developmental demands of urbanization, and the refinement of social division of labor. Meanwhile, it studies the pattern of capital operation of public enterprises in detail, such as the bank loan that government warranted the merger and acquisition, the franchise rights and the pattern of asset securitization. Lastly, in order to improve the efficiency of capital operation of public enterprises, the article proposes to break regional restrictions, to strengthen human resources development, to maintain the stabilization of public relations, and to explore the new pattern of capital operation.
