创新型核心科技人才培养与政策环境研究——基于江苏省625份问卷的实证分析 被引量:34

An Empirical Study of Turning Out Leading R&D Personnel with Innovational Ability and Relevant Policies: Based on a Questionnaire Survey in Jiangsu Province

摘要 科技创新是一个民族生命力旺盛的标志,而创新离不开科技人才的涌现。通过对江苏省625份科技人才问卷调查研究发现,创新型核心科技人才的流动路径较为单一,市场化程度低,因此需在创新型核心科技人才的激励机制上下足功夫才能突破空间障碍,实现人才引进机制的创新。创新型核心科技人才的科研环境直接决定了人才集聚规模效应的形成。人才发展要素、人才成长要素、科技发展要素、人才制度要素构成了创新型核心科技人才的"环境场","环境场"的分析为制定有针对性的人才工作政策和营造重点科技人才脱颖而出的制度环境设计提供了依据。 Decided by the emerging in multitude of R&D personnel is the development of science and technology innovation,a proof of a nation's vigor.A questionaire survey among 625 R&D people with innovational ability shows the channel which allows the mobility of this sort of people is narrow with a low degree of marketizition.Great efforts must therefore be made to establish an incentive mechanism so that the barriers will be broken through to usher in the special personnel,whose working condition decides whether more R&D people will be attracted.Such factors as R&D development and innovation,human development,talented personnel training and special personnel management help to turn out key personnel with innovational ability.A study in this respect provides the basis for making policies,improving working conditions and constructing institutions favoring special personnel's growing.
