摘要
资金困局现已成为保障房的首要难题,资金短缺已经制约着保障房的建设。发行企业债券进行保障房建设融资,虽然能为保障房建设开辟一条新的融资途径,但并非解决保障房资金的治本之策。本文在分析保障房债券融资的背景和意义以及债券融资的特点和优势的基础上,从制度约束、资金进入保证、投资者权益以及债券定价等几个方面着重分析保障房债券融资可能面临的问题并给出相关的政策建议,以期为广州市的保障房债券融资提供一定的参考和借鉴。
Now the capital trouble has become the major problem for the Guangzhou's protective housing while the capital shortage has restricted the construction of the protective housing.Although the issue of enterprises securities to finance the protective housing construction can find a new financing way to the protective housing construction,it can't be the essential strategy to solve the problem of the protective housing capital.The article is analyzing the backgrounds and senses of the security financing for the protective housing as well as the characteristics and advantages.From the different aspect such as system restrictions,capital income guarantees,the investors' interests and the security pricing and so on,the article is many analyzing the possible problem facing the protective housing security financing and has found out some related strategies and suggestions to provide some certain references and lessons for Guangzhou's protective housing security financing.
