摘要
分析了现行导则在确定环境影响评价等级时存在的问题:以定性描述为主,缺乏量化依据,不够严谨、科学。提出了经验赋值法确定地面水环境影响评价等级的新思路并给出了量化判据。结果表明:在作为判据的江河湖库地面水污染因素与敏感因素的225种组合中,112种组合与导则划分的评价等级一致,而海湾水污染因素与敏感因素的17种组合与导则划分的评价等级完全一致。探讨了13种组合与导则划分的评价等级不一致的原因。
The problems of the existing guidelines, which was not rigorous and scientific with main qualitative description and little quantitative basis, in the evaluation on the environmental impact assessment rating were analyzed. The empirical evaluation was put forward for the evaluation on the environmental impact assessment rating as well as its quantitative criterion. The resuhs showed that 112 of 225 combinations of the surface water pollution factors and sensitive factors were in line with the guide evaluation results, while 17 combinations of seawater pollution factors and sensitive factors all matched the guide evaluation perfectly. The reasons of the 13 incorrect evaluation ratings from the guidelines were discussed.
