摘要
徽州旅沪同乡会是上海市民公共社会的一个缩影。在上海社会局登记取得合法身份后的同乡会,是一个以商人为主的多元的自治组织。他们采用了现代党团组织的选举法和任期法,代表着徽州同乡这个城市群体的共同利益。同乡会自筹资金,开展各项社会保障活动,如旅沪同乡教育事业、增进公众幸福事项、关于失业会员救济事项、援助乡人免除不正当损害事项、调解劳资纠纷等等。徽州旅沪同乡会实行的社会保障虽然有地域的限制,但是在上海这样一个移民社会里,各地的同乡会以及商会等自治组织所形成的一个个保障圈却也覆盖了上海市民社会相当大的空间,它们与上海特别市政府渐次实施的一系列颇具现代意义的包括社会救济、社会保险和社会福利等方面内容的社会保障,形成纵横交错的网络。政府与市民共同构建社会保障网络。社会保障的多元化,是民国时代上海社会保障的一大特色。同乡会的社会保障功能,展现了独立、自治的市民公共空间。
Huizhou Fellow Townsmen Association in Shanghai was a miniature of a civil society in Shanghai. After registra- tion in Shanghai Social Affairs Bureau, the Fellow Townsmen Association obtained the legal status. As a self- governing organi- zation dominated by merchants, this association implemented the system of election and tenure of modern parties. Serving the common interests of Huizhou fellow townsmen, the association had been self - financed and carried out such social security activi- ties as developing the education of Huizhou fellow townsmen, promoting the public welfare, relieving the unemployed, assisting fellow townsmen in eliminating unfair prejudices, and settling disputes between employers and workers. The social security of Huizhou Fellow Townsmen Association functioned within certain geographical limits in this city. So did other similar fellow towns- men associations, chambers of commerce and self - governing organizations. Those social security circles and the social security system implemented by the city government formed a large network providing the citizens with social relief, social insurance and social welfare in a modern sense. The major feature of the social security in Shanghai during the Republic of China was its diver- sity and the social security function of the fellow townsmen associations exhibited the public space for the independent and self - governing citizens.
