摘要
信息技术目前已经广泛运用,在这样的时代背景下,图书馆应该做出相应变革,如在不侵害版权人利益的基础上,增加数字图书馆运用版权作品的权利;同时关于版权作品的费用体制也应该适当调整,制定侵权行为的惩罚措施,优化改进著作权团体的管理体制,使版权利益关系符合新时代的要求。
With the development and advance of science and technology information technology has been widely used in the current society.In this background library should change accordingly,for example,increasing the rights to use copyright works in digital library on the basis that will not be regarded as infringing,whether the rights stated by the law,or the lawful rights,the cost system of copyright works should be properly changed. We should make the punitive measures to infringing act,optimize and improve the management system of copyright group that copyright interests relation is suitable for the request of new age in order to promote the building of socialist spiritual civilization.
