摘要
改革开放30多年后,随着经济的高速增长,中国的社会结构已经发生了巨大而又深刻的变化。因此,社会管理在体制、机制和法制等方面也必须与时俱进。学习中华民族传统的"疏通"而非"堙堵"的政治智慧,从计划时代形成的管理惯习彻底走出来,中国社会才能在一个具有共识性的规则和秩序下,保证市场经济和社会生活的良性运行。

Therefore, the social Governance in system and mechanism and legal and so on also must keep pace with the times. To study the traditional Chinese political wisdom -＂dredge＂ rather than ＂blocking＂ , go out completely from the administration habitus formed in the plan-era, in Chinese society, it can be ensured that the market economy and social life of benign operation under the consensus of rules and order.
