居民住宅区的消防安全防范工作应当依赖于居民自身以及社会中介组织，形成一种多元主体参与居民住宅区消防安全防范工作的局面。居民住宅区消防安全治理工作应当规范化、法治化，为此，必须建立消防设施维修基金等法律制度．
