摘要
九年制义务教育是国家必须予以保障的公益性事业,在义务教育阶段,公立的免费教育应当占主体地位,但在义务教育的发展过程中,民办学校发挥了相当大的作用。而在普及义务教育后,如何确立民办教育的地位、性质和功能,已经成为我国义务教育政策实施过程中一项有关民生的热点问题。本文从公平和发展的两个纬度,论述在义务教育阶段民办学校的角色与定位问题,从而提出加强义务教育中政府责任的一些建议。
The new Compulsory Education Law stipulates that nine-year compulsory education implemented by the country is to provide a foundational education for all children to develop a national quality, it is guaranteed by national legislation, and it is a government-run, compulsory, free education. However, there existed certain proportion of private schools at the compulsory education level, and they have played a considerable role in the country. Under the category of the new Compulsory Education Law, how to es- tablish the status, characteristic and function of private education has become a hot issue in the process of compulsory education policy implementation. From both equity and development latitude, This thesis an- alyzed the government ~s responsibility and policy choice on the stage of compulsory education, thereby to bring forward some proposal for strengthening government responsibility at the compulsory education level.
