摘要
科技创新是人类社会发展与文明进步的永恒主题,是地方发展、区域繁荣和国家强盛不竭的动力。当今世界已经进入到网络化、信息化和知识化时代,世界各国政府和专家学者取得一个普遍的共识是:科技水平的提高、经济增长的速度和政府资金投入的强度,这三者之间存在非常密切的关系。在经济全球化的背景下,要提升乌鲁木齐市的自主创新能力、实现跨越式发展目标,必须高度重视对科技的投入/产出效率的研究。本文总结了"十一五"期间乌鲁木齐市科技投入/产出的成效、特征和存在的问题,并提出了一些对策和建议。
ST innovation is the eternal theme of social development and progress of civilization,and the power for local development as well as regional and national prosperity.The world has witnessed the arrival of the age of network,information and knowledge.The governments and experts worldwide have reached a consensus that,there is a very close relationship between ST level,economic growth and government funding.In the context of economic globalization,to enhance independent innovation capability and to realize leap development goals of Urumqi,research on ST input-output efficiency must be highly emphasized.This paper summarizes the effect,characteristics and existing problems of ST input and output in Urumqi during eleventh five-year.Some countermeasures and suggestions are proposed at last.
