摘要
从文化的视角分析公立医院改革内在需求的文化特征,认为人文精神的倡导、精益思想的树立和激励模式的形成是体现公立医院的公益属性、发展目标和绩效原则的有效方式;同时探讨了公立医院改革需求的内部实现和外部实现,即从建设医院的精神文化、行为文化、形象文化和构建政府的责任文化、患者的信任文化、区域的协作文化等内外两个途径,促进公立医院改革的顺利推行。
From the cultural insights, the article analyses cultural characteristic of internal need of public hospitals' reform, taking advocation of humanistic spirit, construction of lean thinking, and formation of motivation model as effective way to embody public property, development goals as well as performance principles of public hospitals. Meanwhile, this paper discussed the realization of internal need of public hospitals, through internal way, building hospitals" spiritual, behavioral and iconic culture ; for the external way, constructing culture of government's responsibility, patients'trust as well as regional cooperation, to promote successful implementation of public hospitals'reform.
