摘要
为加大对危险化学品的安全管理力度，国家安全生产监督管理局专门设立危险化学品安全监督管理司，综合监督管理危险化学品安全工作。我国对危险化学品的管理，已逐步建立了从法律、法规，条例到国家标准的多层次管理体系。2002年5月15日颁布实施的《危险化学品安全管理条例》提出了对危险化学品从生产、储存、经营、运输、使用到废弃的全过程监督管理体系，2011年12月1日修订实施后再次强调对危险化学品六个环节的安全管理。本文将分别从这六个环节分析危险化学品的安全现状，指出问题的严重性，并提出了相关的解决政策，希望可以为解决危险化学品的安全问题作出贡献。
In order to strengthening the safety administration of dangerous chemicals, The national production safety supervision and administration set up special department to complete the supervision of dangerous chemicals,. On the administration of dangerous chemicals in China, the government has gradually built up a system composited by the laws, regulations, rules and national standard of multi level management. In march 15, 2002, the ＂Regulations on safe management of dangerous chemicals＂ is proposed, and it advanced the whole process for the Supervision and management of dangerous chemicalsproduction, storage, management, transportation step by step, In December 1, 2011 it emphasized the safe management of the six steps after the regulations update,.This paper analysis the status of dangerous chemicals from the six steps pointed out the seriousness of the problem, and puts forward relevant settlement policy, hoping to solve the safety problem of dangerous chemicals contribution.
