摘要
现代奥林匹克运动的有序开展,需要奥运公权力的公平行使加以保障,而因奥组委"逆向代表制"的不合理性以及奥运权力的强制性、扩张性、工具性等特性,导致奥运权力的滥用和失范,使体育社会公众权利遭受破坏。因此实现奥运权力公平运行是现代奥运会健康发展的有力保证。
The successful organization of modern Olympic movement entails the impartial exercise of the Olympic public power.However,the unreasonable reverse delegation system of the OCOG and the characteristics of Olympic power of being compulsive,expansive and instrumental lead to the abuse of Olympic power and violation of right of the public.Therefore,the fair and impartial exercise of the Olympic power is the guarantee of the sound development of modern Olympic Games.
