论秘书与咨询机构参谋工作之异同

Different Advisory Roles Between Secretaries and Information Organizations

摘要 我国的秘书参谋理论已有十多年的研究史,但许多问题均未取得一致意见.秘书与咨询机构是现代领导决策的两大“参谋”,两者既有明显区别,又有共同之处.本文对两者参谋工作的异同作了分析综合,认为秘书参谋工作具有从属性、制约性、经常性、隐匿性等主要特点,并提出秘书人员要有正确的角色意识,敢谋,善谋. People began to study the advisory theory of secretary over ten years ago, but they have not been in agreement on many issues. Secretaries and information Organizations act as 'advisors' for the modem leaders in making decisions. The two have similarities as well as differences. The paper makes an analysis and draws conclusions: secretaries are supposed to have adequate role awareness, be daring and good at putting forward suggestions.
