摘要
近年来在北京市发生的群体性事件的组织化特点日趋明显。有必要畅通体制性渠道,通过吸纳"草根精英"进入信访代理员队伍、大力发展"网格内"基层自治组织、着重培育"维权型"社会组织等方式,将自发的社会维权运动引向以可控的组织形式表达诉求,破解群体性事件日趋组织化的难题。
The characteristics of organization of Beijing＇s mass incident have become increasingly obvious.Therefore,it is necessary to make the system channels smooth,to absorb grassroots-elite into the agent team related to the handling of petitioners＇letters and visits,to develop vigorously grid grass-roots self-government organizations and to focus on fostering social organizations aiming at safeguarding rights in order to guide spontaneous rights safeguarding activities to a controlled organizational demands expression and to crack the problem of increasing organization of mass incident.
