摘要
当前城乡统筹规划编制多从城市角度研究问题,缺乏对农村地区发展的关注,缺乏对农民意愿、需求的尊重和体现。本文以藁城市城乡统筹规划为例,尝试从农民的视角来统筹城乡发展。在对农民意愿调查与分析的基础上,提出了"尊重城乡差异,尊重农民意愿,实现规划方案向规划政策的转变"的规划思路,并在聚落体系、设施配套、产业发展、村庄重组以及政策设计方面提出了一系列体现农民意愿、维护农民利益的规划对策。
The current integrated urban-rural planning studies the problems more from the angle of city,which pays little attention to the development of rural areas and lacks respect and reflection to farmers＇ wishes and demands.With the integrated urban-rural planning of Gaocheng City as an example,this paper attempts to coordinate the urban-rural development from the perspective of farmers.Based on the investigations and analysis on farmers＇ wishes,the paper proposes the planning idea of ＂respecting the differences in urban and rural areas,and respecting the wishes of farmers,to realize the transformation of planning from scheme to policy＂,and puts forward a series of planning strategies that reflect farmers＇ wishes and ensure farmers＇ benefits from the perspectives of settlement system,supporting facilities,industrial development,village integration,and policy design.
