摘要
面对复杂的国内外形势,推进社会管理体制创新成为执政党的重要抉择。在推进社会管理体制创新之前,几个基本问题有必要取得共识。第一,明确社会管理的内涵和外延是社会管理体制创新的基础和前提。第二,任何的体制、制度、政策都是基本理念的具体体现,这凸显了基本理念的重要作用,它们是社会管理体制创新的指导思想和价值观。第三,平衡机制的探索是社会管理体制创新的基本方向,就目前实践而言,在于寻求公共利益与私人利益、各利益集团之间、城乡之间、行业之间、区域之间等的平衡机制。第四,契约式社会管理的良好效果表明它或许是社会管理体制创新的基本方式和途径。
Facing the complicated situation at home and aboard, promoting institutional innovation of social management is becoming an important choice to the ruling party. It is necessary to reach consensus of some basic problem before promoting institutional innovation of social management. First of all, making clear the connotation and extension is the basics and precondition of institutional innovation of social management. Secondly, every system, institution and policy is the specific expression of basic idea that highlight the important role of basic idea. And they are the guiding ideology and values to the social manage- ment system' s innovation. Thirdly, the exploring of balancing mechanism is the basic direction to the institutional innovation of social management, In terms of current practice, which is seeking the balancing mechanism among public and private ben- efit, interest groups, urban and rural areas, industries, areas and so on. Finally, the good effect of contractual social management shows that maybe it is the basic way of institutional innovation of social management.
