摘要
《国家中长期教育改革和发展规划纲要》提出到2020年将基本普及学前教育。这不仅对我国亿万幼儿的身心健康发展、各级各类教育的协调发展意义重大,而且也符合国际趋势,有利于国民综合素质和国家竞争力的提高。纵观世界主要发达国家普及学前教育的办法,为更好地普及学前教育,政府主导作用主要体现在学前教育立法、保障教育公平、明确及加大资金投入三个方面。
＂Long-term Education Reform and Development Plan＂ posed that be preschool education will be extensively spreaded by 2020,which is not only significant to our millions of children＇s physical and mental health,the coordinated development of education at all levels,but also in line with international trends,be conducive to the comprehensive quality and improvement of national competitiveness.Looking at the world＇s major developed countries in the way of universal preschool,popularized pre-school education for the better,the leading role of the government mainly reflects in three areas： the preschool legislation,guarantee education fair,predictable and increased capital investment.
