摘要
事业单位分类是规范事业单位管理、深化事业单位改革的基础工作。中央根据现有事业单位的社会功能,将其分为承担行政职能的、从事公益服务的和从事生产经营活动的三个大类。应保证事业单位分类的科学、公正、合理性;明晰改革后政府和事业单位的角色,厘清二者间的关系;将事业单位分类改革与行政体制改革、非营利组织发展有机结合,促进公共服务供给主体多元化、供给方式多样化;建立健全事业单位运营绩效考评制度,加强对事业单位的监管。
Classification of institutions is the basis of their standard administration and reform in China. The Central Committee has classified them into three kinds according their function, that are assuming the function of administration, going about public service and working on operating activities. We put forward that we have to ensure the classification is scientific, fair and reasonable, make the role of government and institutions clear, combine their reform with administrative system reform and the development of development of NPO, to encourage more subject to supply public service, make public service diversified; set up evaluation system of institutions＇ performance and strengthen their supervision.
