摘要
良好的水生态环境是经济可持续发展的重要基础条件,为了提高河道治理效果,改善乐清水环境,根据自身多年河道治理工作实践,介绍了乐清市农村河道的基本情况,分析了以往河道治理中存在的问题,针对河道治理存在的规划滞后,实施重点不突出;治方式单一,生态性考虑不足;重建轻管,河道长效管理机制不健全等问题,指出河道治理是一项系统工程,整治工作必须处理好整体与重点、长远与当前、安全与景观、保护与生态的关系,确立标本兼治,综合治理的理念,提出了推进农村河道建设的四方面建议.
Good water ecological environment is vital for the sustainable development of economy. The basic situation of the river channel in Yueqing is introduced based on the management practice for years, the existed problems are also discussed in order to improve the water environment of Yueqing city, such as the lagging planning, mass implementation, less ecolog- ical focus, and lack of long-term management. It is pointed out that river channel management is a systemic engineering and the construction of rural river network should dealt with comprehensively in the harmonious relationship of the overall design and the key point, the long-term plan and the current measures, the security and the landscape, the conservation and the ecology.
