On 22 July 2011, terrorist shootings in Norway, known as "the most peaceful country", shocked the people worldwide. So far, this incident has been analyzed from the perspective of terrorism and religious conflict, except for the deep-seated interpretation of interethnic identity. The author holds that the critical cause is "lack of identity with each other" between natives and immigrants in Norway, which is mainly due to the long-term negative propaganda against immigrants, especially the Muslim community, by the European and American mainstream society. In a globalized world, only by achieving the "freedom of belief, diversity of identity, tolerance of others, benefits of the world", can the social harmony be realized.
