摘要
农地承包经营权流转是现阶段农村工作的热点,也是制约传统农业向现代农业转变的重大瓶颈。本文利用问卷调查与深度访谈相结合的方法,对甘肃农地承包经营权流转的现状与特点进行了调研,并剖析了存在的问题,提出了加强土地流转政策宣传,消除农民思想顾虑;完善土地流转机制,促进土地规范管理;弱化土地保障功能,实现土地连片集中;发展土地流转市场,培育市场中介组织;成立股份合作组织,动员农户土地入股的对策建议。
The transfer of contracting and operating rights of rural land is the present core work;it is also the bottleneck from traditional agriculture to modern one.Based on the methods of questionnaire and interviewing,the paper made an investigation on the present situations and features of the transfer of contracting and operating rights of rural land in Gansu Province,and made deep analysis on the existing problems,finally it gave some suggestions,such as enhancing propaganda of the transfer policy of the land,clearing out farmers＇ doubt;improving the transfer mechanism of the land,and promoting normative management of the land;weakening security function of the land,and achieving massive concentration of the land;developing the transfer market of the land,and breeding market middle organizations;founding stock co-operative organizations,and mobilizing farmers to take shares with the land and so on.
