摘要
海南特区提出建设生态省的发展战略 ,是对传统的环境库兹涅茨曲线假说的挑战。在建设生态省的过程中 ,面临着市场失灵和政府失灵、人口压力、预算约束等重大问题。
The strategic planning of constructing Hainan SEZ its ecological balance is a challenge to the Hypothesis Environmental Kuznets Curve.In the process of Eco-Province construction,We are faced with for Hainan SEZ some vital problems such as markets failure,government failure,overpopulation and tight budget etc.The existence of these problems may prevent Hainan SEZ from its Eco-Province construction. [
