摘要
在市场经济体制下 ,矿产资源所有权制度需要让渡部分权能 ,并通过市场机制来配置实现。同时要在借鉴矿产资源私有制国家矿业权制度基础上创新规范 ,为保障我国矿权制度的实施 ,应坚持因地制宜、分类指导、多种形式、稳步推进的原则。
It is thought that in the system of market economy part of ownership of mineral resources is to be transferred through market allocation. The principle to carry out the state ownership of mineral resources is to suit measures to local conditions, to direct accordingly, to implement multiple forms and to promote firmly.
